Is it for a private client? If so, what version of Monstra are you using? 3.0.1? You have many options to disable functions on users!
The version I am using is 3.0.1 and the idea is not for a private client.
I want to give temporary access to a blog for selected people to write one post, like a guest writer. I would review the post and then publish it.

Yes you can do that, but i think that is better to create a snippet with a form editor (your choice) and then a submit button that gives you the data on your email.
I warn you that you can have serious security issues if you give people (users) permission to write your files. So its better to create a registred area, then allow them to post something and you get the data by email or store it on your database (txt file or other).
However i think you can have a look on Guestbook plugin and edit it at your choice. But be aware that by providing users the ability to write files, you can be hacked...

Anyway, is it possible in Monstra to change the privileges of an editor user in such a way that the user can create a new page but no publish it?

No there is not such a way, as I said security must be important otherwise people will make what they want with your website, you have to create independent files in order to do that.
