Hi,
For my first plugin, i have a permission problem.
If i don't have a .htaccess to my plugin folder with "Allow from all", i can't use my files.
But others plugin folders doesn't need this .htaccess !
How can i fix this ?

You need to give us more information about that, please note that some directories are protected that is the way it works, for you to be able to reach some files you need to install them on your plugin!
Witch information do you want ?
Actually, i use Monstra in localhost.
This is my structure :
Monstra -> Plugin -> PluginName -> PluginName.plugin.php -> Css folder -> .css -> Js folder -> .js -> .js -> Install folder -> Pluginname.manifest.xml -> .htaccess ( for permission but i would like delete it :) )
With the .htaccess, it work perfectly, but i think, normally i don't need this file.

Plugins directory is protected if you are creating a new plugin you need to view your permissions at your plugin creation in order for you to view your plugin settings, i am sure your plugin is multi-page right?
I don't understand... Can u help me more ?

Well i see 2 problems:
1 - there is no language installed
2 - No view folders
You might want to create a view folder with index.view.php and if this is for the frontend just one is ok! Or Backend same thing!
Have you time for help me more ? I think i don't realy understand how Monstrea working
